A criminal group of 5 individuals illegally seized the property of the Municipal Enterprise ‘International Airport Odessa’ worth 118 million UAH and generated over 2.5 billion UAH in revenue from its activities between 2012 and 2022. The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor’s Office uncovered the scheme in which a limited liability company was registered to establish a joint venture with the Odessa City Council, with a distribution of shares of 75% and 25% respectively. The purpose of this scheme was to acquire ownership and further privatize the airport complex, valued at approximately 118 million UAH.
